Why This Matters: Circular 17/2025 in Practice

Circular 17/2025 provides updated instructions for implementing 11 key actions from Buying Greener: Green Public Procurement Strategy and Action Plan 2024–2027. It requires all public sector bodies to:

  • Include GPP criteria in all tenders above the national threshold, where appropriate
  • Promote the use of the GPP Criteria Search in corporate procurement planning
  • Report on sustainability performance to the EPA and SEAI starting from 2026
  • Consider life-cycle costing and low environmental impact in all contracts, including merchandise
